2、富裕？从生产力和生产关系的结合上赋予共同富裕以科学的内涵。在共同富裕这个概念中，“富裕”反映了社会对财富的拥有，是社会生产力发展水平的集中体现；“共同”则反映了社会成员对财富的占有方式，是社会生产关系性质的集中体现。共同富裕包含着生产力与生产关系两方面的特质，从质的规定性上确定了共同富裕的社会理想地位，使之成为社会主义的本质规定和奋斗目标。共同富裕是普遍富裕基础上的差别富裕。共同富裕是共同和富裕两个方面的有机统一。共同用以说明富裕实现的范围，它是相对于私有制所导致的两极分化现象而言的；富裕则是用来表征生活丰裕的程度，它是相对于贫穷而言的。共同富裕就是消除两极分化和贫穷基础之上的普遍富裕。数字赋

3、能的基础性作用数字赋能是纵深推进数字化改革的基础，首先要坚持问题导向，以重大需求牵引实现重大改革。以精准识别需求为突破口，找准企业、群众、基层最为迫切的需求、最想解决的问题、最有获得感的领域，运用数字技术对公众数据进行挖掘、开发和利用，拓宽政府与企业、群众、基层的互动与对话通道，提升需求识别精准性，提升政府服务效率及效能。数字技术具有低门槛、广覆盖、深介入、快传播等特征，具有普惠包容、绿色环保等属性，数字技术的角色已从单一的通信手段或计算工具，上升为消除贫困、满足不发达地区发展需求、助力弱势群体、帮扶小微企业，最终实现全社会共享发展红利的关键赋能手段。数字赋能不是空中楼阁，需要持续夯实数据基础

4、，以数据连接赋能需求识别。数据是信息的载体，记载和反映着客观事物性质、状态以及相互关系，人、机、物三元世界的高度融合引发了数据规模的爆炸式增长和数据模式的高度复杂化，以互联网、物联网和智能设备为主体的信息沟通技术快速推进现代社会的数据化，为观察、记录、传输、存储、保护、分析各类主体行为和社会状态提供便利。而海量、多维、多源异构、高频实时的数据需要我们进一步完善数据治理水平，提升用户个人信息保护和国家地区安全水平。数字赋能需要核心科技驱动，运用数字技术不断提高需求识别的精准性。以大数据、云计算、物联网、人工智能等为代表的数字技术集成的数字化平台，为精准供需匹配的实现提供了新的思路和工具。数字化领
