The most at-risk are first-generation students like Mr. Negron-Garcia. Many find it difficult to complete the required paperwork; others have
32、 parents who lose a job.Now, as schools compete harder for a declining number of available high school seniors, they are targeting summer melt with new focus and more aggressive methods. They make efforts to stay in touch with students over the summer to keep them excited about school, helping them
