    13、 and accurately record every item that passes over them, making grocery checkouts faster and error free38The negative side to all this shared information is that there is little control over who sees or uses this personal information.39 Credit report errors occur often and can be very damaging to a

    14、persons financial situation. Many Americans worry that having so much of their personal information available to so many others may hurt their privacy.The second issue is coverage of politics .Some researchers believe that media news coverage of campaigning has hurt the political process in the Unit

    15、ed States.40 Other researchers think that the media, especially newspapers and television, have helped educate Americans about the political process, and have made them more critical and careful voters.The penny press ,public education, and public libraries are uniquely American inventions that were

    16、 meant to ensure that Americans could educate themselves about important issues and events,and so be able to make political decisions.Today,however,most cities have only one newspaper(and therefore no competing points of view in the press); public education is experiencing unprecedented financial di

    17、fficulties and lack of public confidence ,and governments are cutting library budgets to the minimum41Another concern among researchers studying changes in society is information equitythe growing gap between the information rich(people with easy access to information)and the information poor (peopl

    20、addresses,and phone numbers,but also major recent purchases,credit ratings,and demographic information(such as sex,age ,income,and educational level)that helps the companies identify target markets for specific products.CMedical records are shared not only by doctors offices and hospitals but are re

    21、gularly made available to insurance companies as well Auto insurance companies obtain information about traffic violations from state and local police departments.DNewspaper circulation has declined,and magazine and book prices have increased sharply.Online services(Internet service providers)charge

    22、 customers by the hour to connect to their networks.ENewspapers,radio,and television were for many years the major sources of day to-day information,and they were very inexpensive for the audience.Broadcast signals could be received free of charge,and daily newspapers supported themselves mainly wit

    23、h advertising so that per copy prices stayed low.FThey cite the declining rates of voter participation and negative public opinions about politics and politicians as evidence that despite the coverage,Americans know less about politics,and therefore are more subject to political control than ever be

    25、 their local authorities, submit learning plans and undergo regular inspections.If they fail the inspections they could be made to send their children to school.The plans,contained in an independent report which was immediately backed by ministers,were ordered to address concerns that home education

    26、 has been used as a cover for child abuse Graham Badman,the child protection expert who led the review,said they had found strong evidence that child protection concerns are more common among home-educating families,and that there could be as 80000children whose parents have kept them out of schooli

    27、ng.Under the plans,parents will by law have to register their child once a year with their local council,and provide a statement of what and how they intend to teach their children over the coming year An inspector from the local authorities-a headteacher,social worker or child psychologist-will vis

    28、it the family once a year to assess whether the education promised by the parents is being delivered.The law will also be changed to give the local authority the right to enter the familys home and talk to the child without a parent being present Parents will be given two weeksnotice of a visit from

    29、 the local authority.Badman said that there needed to be a further review to determine the minimum standards of education that parents should provide,but added:“Atthe age of eight they should be reasonably independent learners,competent in handing numbers.”The report also recommends that local autho

    30、rities provide more support to families who are home edncating,including extending some forms of flexible schooling that would allow their children to take part in some lessons at school,use school libraries or music lessons.Local authorities would refuse registration,if there are concerns about the

    31、 safety of the child ,but could also take court action to force a child to attend school if the parents were failing to meet the promises made in their annual statements.Local authorities currently have 20000children registered as being home-educated but the number could be much higher as children w

    32、ho have never been to school have not been required to register.The review states that the real number of home-educated children could be closer to 80000.The report found that children who are home-educated are more likely to be known to the local childrens social care system.Is also examined a smal
